One reason for this is that our system of national accounting used to measure progress considers the loss in value of factories and equipment, but does not consider the using up of natural resources.

This sentence means that the current GNP calculations are not concerned with using up natural resources, but only factories and equipment losing value.

Natural resources are not artifice resources for instance, water, wood, coal, or air.

Right, natural resources are resources that weren't made by people. They occur naturally.

Natural resources include water, wood, animals, minerals and fossil fuels (coal, oil, gas, etc.).

I always get nervous when people talking about IMPROVING natural resources. How can you improve a tree? How can you improve the sky, or water?

We can find better ways to CONSERVE natural resources, and we can find better ways to UTILIZE (or use) them. But we can't really improve them.
